Born in Ghent on June 24^th 1818 and died in Algiers on January 28^th 1892. Interior and still life painter, exhibited in Courtrai, Brussels and London and won various medals. He lived with J. Goupil in Paris in 1864 and at Le Vesinet in 1867. De Noter participated in the Paris Exhibitions in 1855 and 1864. He also produced some engravings, lithographs and pastels.
